The angle between the hands is determined by the difference in their positions, each of which is a function of the time elapsed since 12:00. This pattern holds because the clock face is a circle divided into 12 equal parts, and both hands traverse the circle at constant but different speeds: the minute hand completes a full revolution every hour, while the hour hand completes one every 12 hours. The underlying rule is to express both hands' positions in degrees, then subtract to find the angle between them.
